the hay group is aprofessional servis firm that helps organisasation worldwide get the most from their people. its has undertaken two major research and development projects for the TTA and the DfES since 1998.
the argument of this chapter is that hay group''s research adds a dimension to the undestanding of professional effectiveness in school. the national standards provide one aspect of what teachers and headteachers need to do at work; hay''s research provides a picture of how they can be effective. more importancely, perhaps, hay has developed way in which professionals can assess the impact of what they do on the colleagues or students they lead. we believe that this is an invaluluable addition to the ways in which individuals can plan their personal development so as to focus developmental effort and maximise the benefit for pupil progress. in the final analysis, however, professional standard and the various elements of Hay Group research are mutually supportive in helping to provide a route map for the continuing development of the teaching profession.

think of really good waiter. what makes him good at his job? tha chances are that it would not take long to come up with a list of words like warm, sociable, responsive, attentive and, perhaps, co-ordinated or dexterous. but what about things like good at food hygine, through knowledge of health ant safety standards, or cellar management? the last three are. of course, very important, if you do not want to poison you customers or give them corked wine - but would they spring to mind first? given a set of basic skills, it is the waiter who really wants to do the job well that strikes you as more effective. the waiter with perfect teknical skills but an icy disregard for diners'' enjoyment is less likely to entice you back into the restaurant.
this relative trivial example points up the essential difference between Hay''s work in education and the overarching standards agenda. to include aspects of how people should do their jobs, but their main focus is on what people have to do: the tasks, duties and responsibilities required to be effective in role. Hay, on the other hand, unambiguously examines how people do their jobs and impact that has on others.
